The Correctional System within the US is
harboring individuals who have major medical concerns, including
AIDS and HCV, and the system is both denying these individuals
treatment but in some cases not even informing the inmate of his
medical status as a method of cost containment or reduction
within the system. Then once these individuals are
released back into our communities they are then placed into our
welfare system for treatment. All of this is a method of
shifting the costs to another governmental agency to bear the
